- Security — spirit is high-value and high-duty, so the ATO wants to see it's secure
- Layout — where you'll produce, store and measure spirit
- The bonded area — where under-bond (duty-unpaid) spirit is kept

- Can you secure the site and control access?
- Is there room to separate production, maturation and packaging?
- Can you measure and account for spirit accurately?
